Can not add new printer on CUPS

Hi,
I'm trying to add a new printer using CUPS web interface. After I enter my username and password, it then says "Access Forbidden." My user is in the printer group which is allowed to have access to administration privileges per the following line

 SystemGroup printer 

in the cupsd.conf file. When I tried to log in as root, it does not give me access either but comes back with the login window again.

I thought that rights to administer CUPS was done through the 'sys' group...

From the wiki page on CUPS: "When prompted for a username and password, log in as root"
