Will arch keep both kde sc 4.11 which will be a LTS release, after next generation of KDE SC is released? Since it will be very handy for us who want something more reliable until the next generation KDE SC is matured enough?

Since Arch is rolling release and maintaining packages for a DE is usually a huge amount of work as-is, I doubt that what you request will happen... At least that's how it usually goes. "More reliable" != Arch Although I have to say that the Arch devs usually makes even "next gen" software work remarkably well!

Well KDE 4.11 will only receive point releases which fixes bugs, and anyway a lot of the framework part needs to be kept anyway inside because of apps that yet has transitioned to qt5, and other kde libraries AFAIK. And just because arch isn't about reliability, it gaol isn't to make the distro as unreliable as possible.

No, KDE SC 4.11 is *not* a LTS, although that seems to be a common misunstanding after plasma devleopers announce that plasma worksapce will enter maintenance mode since KDE SC 4.11 .
No developers will care about and maintain KDE/4.11 branches any more once 4.11.5 is released, just like what has happened after every 4.x.5 release . Plasma developers might maintain KDE/4.11 branch, or not (which means they will maintain KDE/4.12 branch just like all other developers do after KDE SC 4.12 is released ). But that doesn't make much difference, since Plasma is just a small part of KDE SC and no other developers would pay extra attention to KDE SC 4.11 .
KDE SC 4.12 is already planed and wil be released after KDE SC 4.11.
Good luck to those who regards KDE SC 4.11 as LTS.
