I found out that moving export variables for native language settings to rc.conf will show affect on gdm greeter. To have a german gdm look, you may try, f.e.:

Ups, this tip is stupid. I must have been debian blinded. Of course, it would be better to add the lins to /etc/profile. Instead of debian, it will touch gdm, too.
