Xmodmap acting weird with pause key

I have been trying to set {scroll, pause, insert} keys to become {č, š, ž} with xmodmap.

keycode  78 = ccaron Ccaron Scroll_Lock
keycode 118 = zcaron Zcaron Insert
keycode 127 = scaron Scaron  Pause Break

Now when i press {scroll, pause, insert} i get {č, š, ž}, but when i press Shift+{scroll, pause, insert} i get {Č, š, Ž} and not {Č, Š, Ž} as expected. Oddly enough when i press Control+{scroll, pause, insert} i get {č, Š, ž}. According to this link others report the same problem with Shift+Pause combination, but not much is explained. Can someone help me understand what happens here.
