My gamepad's D-PAD seems to work only in directions RIGHT and DOWN; UP and LEFT aren't recognised, not even with jstest. The pad works fine on an Ubuntu LiveCD and on an older copy of Archlinux that I have laying around here. Could it be a problem with UDEV? What should I be looking for to fix this?

Not a direct explanation of the issue; but try doing this as a solution/workaround.

Hi ,
I am having the exact same issue as the op , tried a vanilla kernel from AUR (http://aur.archlinux.org/packages.php?ID=51082) but it still had the same problem.
(I'm on the latest 3.4.8 kernel with an up-to-date system, the gamepad is a Retro-adapter http://denki.world3.net/retro_v2.html, working fine under windows )

Same issue here. Up and left do not work.
I've had a look at the output of hexdump /dev/input/js0. It ouputs data for the buttons, and for down and right, but no output is given for up and left.
I'm using a Sega Megadrive -> USB adapter cable. lsusb gives it the line: Bus 004 Device 010: ID 1292:4745 Innomedia
I've tried in Windows via VirtualBox, and the gamepad works fine in there.
Has anyone found a solution to this issue?
