I just installed rox from the Arch repository. It seems to work fine. But it created a Choices file in my home directory for its preferences.
With other Linux distros, normally the file created is a hidden file -- .Choices.
Is this a bug with the arch package?

well, pacman doesn't install anything in your home directory so more than likely its rox doing it.

looking at the PKGBUILD for it, the source tarball has it as Choices although the devs used straing install commands to put them in the right place. If you know what you are doing, you could adjust the pkgbuild to install it as .Choices, but there might have been a good reason for leaving it like that..

Its only created for compatibility reasons.
The new location is in
~/.config/rox.sourceforeg.net
You can remove the Choices dir. Rox will store everything in the hidden .config subdir.
Plz note that some older rox apps may look for a Choices dir and create it if it doesn't exist.

Hmm. Rox only created a Choices directory in my Home Folder. I do not see a .Choices folder.
Do I need to manually create a .Choices folder and copy everything from the Choices folder to the .Choices folder BEFORE I delete the Choices folder?
Do I need to do anything special so Rox knows to use the hidden .Choices folder instead of the Choices folder?

You could rename the folder and see if all still works. If it does, you can delete it. I always delete the Choice folder and haven't had any problems.
