usb wifi problem

I hava a dell xps m1530, it's old, and the wifi is broken, so I buy a tp-link usb wifi.Because there is a hard switch in the laptop, and it's broken, it will always off,
so the usb wifi can not work either.when I issue wpa_supplicant command to bring up the usb wifi, it always report the error  WLAN hard blocked,
but I can ip link set wlan1 up with no error.I use rfkill to see the output, only the native broken wifi listed out,  and it's hard blocked, not soft blocked, and the usb wifi is not listed.
I can use the usb wifi with the hard switch off under windows, so I think the hard wifi switch should only handle the native wifi, but not the usb one.Does anyone ever meet this problem?
