Upgrading to 3.10.x results in a rather wild flicker / tearing right from the get go. You can see the effect here.
My laptop has the Intel i915 chipset. I've tried setting up /etc/X11/xorg.conf.d/20-intel.conf as the following, and tried adding Option "AccelMethod" "uxa" thinking perhaps the new sna acceleration might be the issue but no luck.
Section "Device"
Identifier "Intel Graphics"
Driver "intel"
Option "TearFree" "true"
EndSection
From what I've found googling around the tearfree option fixed this for a lot of people so I was hoping that would do the trick. Any one else run into this or have some suggestions as to what else I can look at to try to resolve this? For now, hanging out at kernel 3.9.9...

I have a Dell XPS 13 and experienced the same problem after updating to 3.10.x. I found this kernel bug which seems to address the issue:
