numlockx off
does not work
my keyboard has no numlock key, nor does it show any num keys.

From the console (Not within X) use the utility showkeys. Before it times out, try pressing those keys without the Fn key and see if keycodes are generated.
If they do, then, from a terminal (inside X) use the utility xev. Try those keys and see if the keys are mapped.
Let us know what happens. Also, Have you tried a different keyboard layout?

There should be some kind of numlock key. My numlock key is Fn + Insert, don't know if it works though, since I never felt the need to use it. What kind of laptop do you have?

On my HP Pavilion laptop, there is a setting in the BIOS to turn off or on this behavior. That being said, the system does not seem to consistently follow the expected behavior.

My ultrabook is a Sony Vaio Pro 13 Haswell gen.
The issue disappeared after booting into the bios (and pressing fn + all function-ish keys one by one).
I'm not sure which part did the trick.
I'd rather have a proper solution though, as it reappears after rebooting after my laptop power failed.
