What's a devel package in this context? I only know this from Debian and it probably means something different.

devel means SVN/CVS/HG/GIT package

i think its in their names, they should be 'foo-svn', but not 'foo-svn-pack'

Yep, yaourt detects them based on package name. If they don't end with "-svn", it won't find them.
