After upgrade to Gnome 3.10, the NetworkManger indicator icon is missing from Top Panel...
I have removed /var/lib/NetworkManager/NetworkManager.state and restarted NM but that didn't help. This fix usually takes care of the issue, at least in ubuntu it does.
I would appreciate if the forum can help me here.

I am not sure about this. The New Integrated System Status does show Networks as seen here in Gnome Release Notes.
I also have other connections like WiFi and USB Modem. When I connect these they aren't shown.
I hope more Gnome-Shell users can confirm this.

I'm seeing the icons just as in the release notes you link. Sometimes two though ;-)
But I have no idea currently how to fix that other than trying a re-install of the NM package.

I have tried re-installing NM package but to no avail. The NM icons are still ellusive.
Installing gnome-panel from AUR got me username with logout in the System Status.

the icon only appears when i connect to my vpn or my internet is disconnect. otherwise, it only appears in the Integrated system status.

Just having the same issue. Plus the network seems unstable (I think there are DNS problems that network manager used to handle and it doesn't do the trick anymore).
Here is what gives nm-applet command for me (Please OP, can you confirm that you have kind of the same message ?):

The icon still doesn't show up. The message is in French so here is a translation :
Error connecting to ModemManager:Error calling StartServiceByName for org.freedesktop.ModemManager1 : GDBus.Error:org.freedesktop.systemd1.LoadFailed: Unit dbus-org.freedesktop.ModemManager1.service failed to load: No such file or directory.
By the way I'm connected via ethernet. When I was connected before that update, the icon showed up and I could turn off the net if I wanted to. Now I can't.

You can activate ModemManager to get rid of the warning (which you will find in your earlier 3.8 logs too), but it should not be related for wired/wireless issues and in particular the icon problem.

Now this is a crappy design IMO. Managing Ethernet has become a pain. I hope enough bugs are filed for this issue.
