Switch ctrl and caps_lock for tty

I know that I have to change the keymap so I edited a copy from de-latin1

and switched

keycode  58 = Caps_Lock

to

keycode  58 = Control

This worked, but doesn't disable the lock state of key 58. How do I change this?
