USB ports die on boot

On my new computer when I try to boot the install image (2013.11), all my USB ports die and I get the following error messages:

usb 4-3: device descriptor read/64, error -32
usb 4-3: device not accepting address4, error -32
usb 4-3: device not accepting address5, error -32

At first, I thought it was some hardware problem, but both the USB mouse and flash drive work in BIOS and I was able to use it in windows, as well.

I've found several threads on the internet already discussing this, some of them are referring to an already fixed kernel bug and some are suggesting to remove all USB devices, turn off the computer, wait few seconds/minutes and start again. I tried it several times, but it unfortunately didn't help.

Do you have any ideas what's wrong here and how to fix it?

What computer?
Which chip set?
Which USB controller?

It is Gigabyte GA-970A-DS3P motherboard with AMD 970 chipset. The error I described occurs on USB2.0 only. On USB3.0, peripherals work (at least what I've tried so far), but I'm stil unable to boot from the flash drive, as I get the following error:

Waiting 30 seconds for device /dev/disk/by-label/ARCH_201311 ...
ERROR: '/dev/disk/by-label/ARCH_201311' device did not show up after 30 seconds...
    Falling back to interactive prompt
    You can try to fix the problem manually, log out when you are finished
sh: can't access tty: job control turned off
