"Operation too slow" error... when it's obviously not

Trying to upgrade my arch system with "pacman -Syu" today I get this error while downloading a package (oxygen-icons):

Operation too slow.  Less than 1 bytes/sec transferred the last 10 seconds.

Then it tries to download from another mirror, but each time gets this error:

HTTP server doesn't seem to support byte ranges. Cannot resume. 

Eventually it runs out of mirrors  and fails.

Now, the frustrating thing is that it's clearly wrong about the download speed.  The update process hasn't even been running but about ten seconds and had already downloaded 1.8 MB of the file.

I also don't understand why I'm getting the second error.  I found a bug report that blames this on bad server configuration, but surely every arch repository mirror isn't badly misconfigured?

Does anyone have a suggestion?

Second error means it cannot resume downloading a partial file. Remove the partial file (ie. foo.pkg.tar.xz.part I think) from the pacman cache.

Yeah, I did that, but when I re-run pacman it just does it all over again.  It's almost like it gives up if the file doesn't finish before 10 seconds.

If you're using a custom XferCommand, post your pacman.conf.

Not using anything custom, I'm a relative Arch noob.

I waited a bit, cleared the cache, and tried again.  This time it went through (though I have errors that prevented commit, but that's another story).  This isn't the first time this has happened to me, though.

I was just curious if this was a known issue, or if there's an obvious workaround.  I kind of don't like that the package manager decides on my behalf that things are too slow; if I want to wait until Kingdom come for a package to download, that ought to be my business.  If I get impatient, there's always ctrl-C.

The package has just been updated, make sure you're trying to download oxygen-icons 4.11.4-1.

Yeah, behind the firewall here at work; funny thing is, I've been running this arch box for 3-4 months now and updating regularly, this is maybe the second time this has happened. 

I just find it odd that it tells me things are going less than a certain speed when it's obvious they're going much faster than that.

It was that version; and I cleared the cache and retried using "pacman -Syyu" at least 5 or 6 times with the same result.  Only after waiting about 20 minutes or so and trying again it went through.

something similar happened to me as well, tried like 10 times . . . then a few hrs later i randomly tried it again, and everything worked as normal.
