So I overclocked the i7 4770k to 4.6ghz through bios through the multiplier and it says 4.6 at bios but if I do the follow command under Arch.
cat /proc/cpuinfo
It still shows the default clock speed

Is this correct or is my CPU not being overclocked?

You should try the i7z utility, it has much better info for modern Intel processors.
Since you have a Haswell, you could also try i7z-git from the AUR for a better representation of the power levels.

/proc/cpuinfo is static based on the identifiers in the hardware. +1 for i7z-git.
