[SOLVED] Changing /etc/default/grub has no effect

Originally I was just trying to change GRUB_DEFAULT=0 to 2 so that the 3rd menu entry would be the default boot entry.

That had no effect.

While Googling and searching the forums I ran across the saved default, so I tried that.

I now have this:

GRUB_DEFAULT=saved
GRUB_SAVEDEFAULT=true

at the top of my /etc/default/grub file

That also has no effect.  No matter what I do, the first menu entry is selected.  I've tried grub-mkconfig and grub-install /dev/sda after making changes but that doesn't do anything either.  Some other distros use a grub-update command (or update-grub, don't remember which), but that doesn't seem to exist.

When you say "I've tried grub-mkconfig," what exactly does that mean?  Did you run just 'grub-mkconfig' or did you actually output it to the proper place?  Please go look over the Arch Wiki's grub page to see how to actually use that.
