For some reason my HDMI output on Arch Linux using an ATI HD4200 graphics card with the open source Radeon driver causes green noise only on completely black graphics (nowhere else). I have tested and can confirm that it is not the cable, as the output is normal using the closed-source driver. The boot screen and everything is normal up until the system loads the graphics driver. Is there a way to fix this?
