I installed Windows 7 to repeat the problem and noticed that there nature of the fan noise is not the same as in the arch. Then I ran powertop (frequency stats tab) and saw that the laptop goes to sleep, when long time in Turbo Mode. Then I get available frequencies:

Prepare new /etc/laptop-mode/conf.d/cpufreq.conf with max frequency 2533000, stop and disable cpupower.service.

While everything is fine. Watching system.

Had to reduce the maximum frequency to 2399000, otherwise the laptop sometimes worked in turbo mode and soon fell asleep. I think, my laptop is bad overheating laptop.
