Without X, you don't get X drivers, I think all the video decompression is done in software then.
You might be intersted in uzbl with gtk2-dfb which runs uzbl with gtk2 on DirectFB. http://rhlug.pileus.org/wiki/DirectFB
If you don't need keyboard control, there is also netsurf.

If you are looking to web browse without X server, I think elinks with 256 colors and UTF-8 is probably the best CLI browser for that. Is there a particular site that isn't working for you, or are you just trying to access media like images and videos?
For images, you could use the framebuffer or use a tool to convert them to ascii, and same for videos. Use something like sniffy: https://github.com/tlvince/sniffy and play videos with mplayer to the framebuffer, ie http://www.mplayerhq.hu/DOCS/HTML/en/fbdev.html
I went a long time using a laptop without X, and just used my mobile phone for online images/videos I wanted to see, but editing the mimetypes in your elinks.conf to send certain media to the framebuffer might work for you.
