Overheating Mobility Radeon 4650

Hey guys,
My friend has a hp pavilion dv6 with an ATI Mobility Radeon 4650 graphics card. The computer overheats a lot using the opensource radeon driver and, from what I gather, the fglrx driver no longer supports this card.
I have googled around and can't seem to find an suitable alternative. Right now he's using a notepad cooler to try and cool things of, but still he's getting higher temps (and fan usage) than on Windows without the cooler. Compiling stuff is impossible, as the overheating causes the computer to reboot.
Has anyone ever managed to work around this?
Although he currently doesn't have Arch installed, he used it  for a while with the same results... He's tried Ubuntu 13.10 and Opensuse 13.1 (his distro atm).

Did your friend use a kernel where the following kernel paramter was supported and enabled with the Open Source driver?:

radeon.dpm=1

What about using Vi0L0's repository for Legacy cards for the proprietary driver?
