Second video card not seen by xrandr- works in fedora 20 live

Using:
linux 3.13.6-1
xf86-video-ati 1:7.3.0-1
xorg-server 1.15.0-5
ati-dri 10.1.0-2
xorg-xrandr 1.4.1-1

I am trying to get dual ATI RV610 (Radeon HD 2400) working with xrandr and a default no xorg.conf
I can see that the machine sees the cards via dmesg and lspci:

But xrander --listproviders doesn't show the card and I don't see it in Xorg.log

The crazy thing this work perfect with a Fedora 20 live cd both Gnome and KDE. So it isn't a BIOS or hardware issue.
I have tried to figure out if Fedora comes with a package I am missing in Arch but can't see anything.

Any ideas?

When you boot Fedora live, are the bus IDs still 1:00.0 and 4:00.0 or do they become 1:00.0 and 2:00.0? Do you have /dev/dri/card0 and /dev/dri/card1 present on both?

There have been recent changes to how the xserver detects video cards. I think they have to do with running X not as root. So maybe xorg-server and xf86-video-ati have to match the exact versions on the live CD. Anyway, the worst case scenario is that you'll need an xorg.conf.
