Xrandr --listproviders doesn't find my second card

I'm running Arch 64 bit with dual identical Radeon HD 4850s.  I had a similar setup working previously, but now xrandr won't find my second card.

Both show up in lspci:

02:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] RV770 [Radeon HD 4850]
05:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] RV770 [Radeon HD 4850]

but xrandr --listproviders outputs this:

Providers: number : 1
Provider 0: id: 0x54 cap: 0xf, Source Output, Sink Output, Source Offload, Sink Offload crtcs: 2 outputs: 3 associated providers: 0 name:radeon

I've tested the cards in Windows Vista, and I can properly output to 3 monitors from the 2 cards, and crossfire them.  So I'm assuming there's nothing stupid going on like a poorly seated card.

When I boot up there's a warning at the login prompt that reads like this:

[33.472752] pci_pm_runtime_suspend(): radeon_props_runtime_suspend +0x0/0xa0 [radeon] returns -22

I'm using xf86-video-ati, and had my setup working previously with (what I believe was) a Radeon HD 4850 and a Radeon HD 4850M, but one of them was pulled from a misbehaving computer and so when this same problem(with the old cards) occurred the morning after a power surge, I figured it was toast and went ahead and bought 2 new identical 4850s which are currently in the machine.  However, the problem is still here after I've put the new cards in.

Does anyone have any ideas?
