The slow repaints are not limited to Chrome, but to the entire system. At least, that is how I experienced it under Gnome and Cinnamon. Also, I can't reproduce under MATE or XFCE4, I only have it under Gnome 3 or Cinnamon 2.

Almost every dialog box, switching tabs and selecting items in a list, checking checkboxes, typing, everything suffers from delayed repaints every once in a while. So that bug is not solved, as someone suggested there.

The fix/workaround works for me so its definitely related.
