Hey guys.
I'm using NetworkManager on KDE, sometimes after using NetworkManager applet for connecting to or dissconnect from a network (wireless network, VPN connection, ...), I can't run any new application from anywhere!
If I run an application from the launcher nothing will happen.
Launching new application by keyboard shortcuts:
From terminal:

Everything become ok after logout or restarting kdm.

Is this a rather fresh setup? Do you notice this behaviour from the beginning or did it start somtimes after the initial setup? If yes, do you remember when it started and can you maybe connect the time the behaviour started to some updates or new software installed? Is there a network connection established when this problem occurs?

This is a fresh setup. I installed Arach Linux on my new laptop ~ 1 month ago and I had this problem from the beginning.
This problem usually occur when sometimes elapsed from the login and if I use NetworkManager applet immediately after login, usually everything is ok. and network connection will establish successfuly in both (with or without the problem).
While the problem occurs, running applications work fine, but i can not run new applications.

I was hit by this problem on two different laptops too. It looks like a change of the hostname may be the cause of this problem, see here for some more information:

I forgot to set /etc/hostname on both laptops and it looks like you didn't either. Maybe networkmanager will set a different hostname based on dhcp if none is set, as indicated in that post.
I could not verify that this is really the case, since I can't reliably reproduce the issue. However, setting a different hostname on the fly using
sudo hostname eggsandspam
will immediately trigger the symptoms and prevent KDE from starting any application.
The laptops have now a hostname set in /etc/hostname and so far everything runs smoothly.
Edit: I just looked at your logs in detail. See this line:

NetworkManager did change the hostname. That line is visible in the logs of my laptops too.
