Can't compile Vala library

I'm new to Vala programming, and I attempted to compile a library that depends on Gee. I got the following error:

error: Package `gee-1.0' not found in specified Vala API directories or GObject-Introspection GIR directories

Is this a packaging error? A friend of mine running Debian can compile this same library just fine.

do you have libgee06 installed?

I do not. I did discover that /usr/share/vala/vapi/gee-0.8.vapi exists, so I have gee, but not 1.0
