Hello, I've followed the archwiki for a fresh arch install and now I'm on the root account in my arch system. I would like to connect to my WiFi but I forgot to install dialog or iw. So I'm trying to grab them off the install CD but its more frustrating than it should be. I've got the CD mounted to /mnt/CDROM but I'm unsure where to make a custom repo for pacman.

pacman -U /path/to/the/packageOffline
The installation disc (archiso) does not have packages on it at all. So this is not likely to work.
Instead of depending on the netctl dialog, maybe you should just temporarily connect manually with wpa_supplicant and dhcpcd. Then install what you please. You can find instructions on how to connect manually on the wiki. It is a good bit of information to know in general actually.
Edit: Found it
