swap ctrl - fn keys on an external keyboard

hey there,
iam interested in buying an external version of a thinkpad usb keyboard.
my thinkpad x220 has the bios option to swap fn with ctrl key, but i dont think that this function will affect an external keyboard.
so i iam interested in knowing if there is a possibility to swap these keys manually on arch linux. or it would already help to give the fn key the behavior of ctrl.
