Hey,
I'm using a Xeon E3-1230v3 (max. 3,7GHz) ontop of a AsRock Fatal1ty H87 Performance in my dualboot system. Under both win and arch the cpu temperatures both look perfect when in idle or under heavy load. However, arch never seems to use a frequency below 3GHz, although temperatures are equal to win's idle at 800MHz. Is it possible that arch does some bad job at monitoring frequencies? I have not made any changes to the scaling/governor/etc. settings, everything's default settings. Does anyone have a clue what's going on?

Linux uses the Intel P-State driver. AFAIK, the P-State driver does not need to switch frequencies as often as other CPU scaling governors. To check if everything is right, use powertop or i7z. Both apps report the power saving status of the CPU.
