Today I put arch on my old Fujitsu ST5112. This device is a tablet - it has a built in wacom digitizer and no keyboard. This may well be relevant.
root can startx with no issues, my normal account can start it (I'm using xfce4) but within about 5 seconds after the UI loading, click and hover events stop happening. When I mouse over the taskbar it doesn't pop out, etc. Interestingly this is the case for both the wacom digitizer and a ms usb mouse. I can switch to another tty but as far as I can tell I can't do anything else from the keyboard.
I installed xf86-input-wacom for the digitizer, and I was messing around with rules in xord.conf.d to try and get it set up. However, even when I removed ALL rules from the folder (I have no xorg.conf) nothing actually changed. xinitrc is identical for my user and root, both are just 'exec startxfce4'.

Not sure if this is relevant, but these are the udev rules I copied from the xf86-input-wacom package. I modified one line to make the device accessible to all users. May have fixed previous issues, certainly not helped this one.

Excellent question! I copied the one from my user folder into the root folder just to be sure the same thing was happening, for comparison's sake.

I have no idea what the issue was, but I solved it by creating a new user. I wondered if it was the fact that root user had enhanced priviledges that made the difference, or was it just that it was not my account. Turned out a brand new user worked fine, so since this was a new install I just deleted the broken profile. Please mark as solved.

For the record I was getting the issue before I tried to log in as root. I had been using xinput to try to get the wacom digitizer to control the mouse cursor, with little luck, I suspect I could have left some residual effects from that effort. In any case, a fresh user account works fine. Now to find a minimal, pen-friendly wm....

Pen friendly? Try Openbox with a panel or Fluxbox.
