I am running arch with xfce desktop & terminal autostarts on boot up. Its not set in sessions and startup > application autostart.

Can you tell a bit more about your setup? How do you start XFCE? Do you use a display manager or do you use startx/.xinitrc?

Are you restoring your session or starting a new session on boot? If you were on KDE, I could point you to where you need to check, sorry...

There are many mechanisms in xfce4 that cause things to autostart. Some are easier than others to undo. It has been a while since I have used Xfce4, so I am working from memory. In addition to not having it set in your autostart configuration page, also make sure you do not have Xfce4 to restore the previous session. Before you do that, close everything that you don't want to autostart and save the session (you might need to log out to do that, again, working from memory). If that does not work, go to ~/.cache/sessions and remove all the xfce4-session files.
Also, be sure to look in ~/.config/autostart for desktop files that might start terminal as well.

You could always check your .bash_profile
Edit: or your .xinitrc, if you're using that
