Computer won't shutdown

I'm wondering if anyone can give me any advice as I'm at my wits end with an issue I'm having.  I bought a second hand core 2 duo machine with an intel dg965wh motherboard which I'm planing on using as a server.  However when I try and turn off or suspend the machine it instantly powers itself back on, and I can't figure out why.  I've tried to disable wake on lan in the bios (though I ultimately want to use this as the device is going to act as a server), I've tried unplugging the lan cable, the case switches.  I've removed the entire motherboard from the case, and tried a different PSU.  I've updated the bios to the newest version, and then back to an older version, and back again.  I've even tried windows.  No matter what the issue persists.  The only time it doesn't come on automatically is if I hold the power button in for 5 seconds after shutdown.

This seems like more of a hardware issue than an arch one, seeing as it happens in Windows also, but I'm hoping the people here might be able to give me some advice all the same.

Usually just poweroff, but I've tried both shutdown -h and systemctl poweroff, and didn't notice any difference.  One thing I have noticed though, is that even when I disable wol in the bios, then I run ethtool, it still lists it as wake on magic packet.  It doesn't make a difference though if I change that to disabled using ethtool before shutdown.
