Is there a way to see and get previous submissions for a package in the AUR?
Or is it only possible to download the latest submission?

There is a git repository that logs the changes once per day. If there is more than one update per day, they are not all stored.

This.
Also, for a particular package, go to http://pkgbuild.com/git/aur-mirror.git/log/[packagename] where [packagename] is the package you want to look up the history for.
Example, linux-ck-pax has its history at http://pkgbuild.com/git/aur-mirror.git/log/linux-ck-pax
