Connecting my android phone for power breaks USB

If I connect my phone via microusb just to power it, without even getting the phone recognised by linux, it will stop my wifi working (it will show as still connected but I can't ping anything, even the router). I have to reboot to restore it. However, when I reboot (after unplugging the phone), none of my USB Devices (Keyboard, mouse and wireless dongle) work at all. Even if I shut down and restart they're not recognised until I physically disconnect and reconnect them.

This is not a hardware issue as the usb keyboard works fine in the BIOS and grub, once the kernel is loaded it stops working.

Does anyone have any idea how I can even go about debugging this? It's only when I connect my phone that things break, and stay broken until i physically unplug and re-connect each device.
