Desktop Script idea -- Not sure where to start

Hey guys, I have an idea for a script(?) and I was wondering if I could get some tips on how to get started.  Basically I want something that detects when any window is maximized and then changes the wallpaper accordingly.  I am trying to achieve something similar to what Elementary OS Freya does to make the panel opaque when windows are maximized.  I'm on gnome.  Any help would be very appreciated, not really sure where to start.

xdotool should be enough.

With gnome  you should be able to write an extension in javascript that modifies the transparency. I just don't knwo how exactly that works.
