Not sure if this has been documented recently, but after a fresh install of Arch Linux X86_64, starting X kept producing an "XKB: Couldn't compile keymap" error. After verifying Locale Settings, permissions, reinstalling xorg packages and all kinds of madness, the solution in this case was to install the xkeyboard-config package. For reference, the system is running on an onboard intel chipset at the moment (i915 driver).
So for users experiencing this problem, and have sufficient disk space available on root / , try installing the xkeyboard-config package and then (re)Starting X.
pacman -S xkeyboard-config
