I had some trouble with flickering when Dota 2 first came out and I was using Ubuntu 13.10 and the open source radeon driver. When I moved to Arch Linux with updated drivers, this stopped...until now. With the update to mesa 10.3 and xf86-video-ati 7.5 this flickering of random lines and polygons has returned.
Some times it is worse than other times, but no matter what settings I turn off or on I have the same issue. This does not happen with L4D2. The performace is really smooth even at full settings, the only problem now is the random flickering of these lines and polygons that can be very annoying.

Mesa 10.3.1 seems to make this a little better, but I still have the issue.
