Unable to properly power off my Toshiba hard disk on USB 3

Hello,

I have a Toshiba hard disk which I am unable to power off on a USB 3 port (it works on USB 2). The problem is, after powering off the device, it immediately and automatically turns itself on again. I tried this with the latest versions of Gnome Disks (gnome-disk-utility) and Cinnamons Nemo file manager (Safely Remove Drive). It is a Toshiba Stor.E Slim 1TB (shows as TOSHIBA MQ01UBD100 in Gnome Disks).

I have another Toshiba hard disk (Stor.E Basics 1 TB) which doesn't has this problem. Does anyone know the reason for this? Thank you!
