Steam (flashplayerplugin.so) not respecting preferred audio device.

So I have this bizarre issue with the latest steam update, by default I've configured everything to output audio through my usb audio device (because the internal sound card is a PoS), this works for everything including steam or rather it did work for steam up until the last update.
Now steam brazenly ignores my audio preferences and outputs to speakers instead of my usb audio device (where my headphones are plugged in) and I can not find any way to change this (steam lacks any sort of configuration on this matter and between pavucontrol and alsamixer I can't find any solution (oh and the gnome volume control applet which seems like a dolled up stripped version of pavucontrol; sure it's pretty but that's about it, it leaves a lot to be desired in what features it offers (not to mention that the fastest way I've figured out how to start it is to open the main settings menu, clicking the settings icon and then clicking the volume control thing, that's a lot of pointless mouse movement when I should have that volume control button on the main menu as sound controls are commonly used... but I digress.)

I suspect the issue might be with the flasplayerplugin (although it hasn't been recently updated you never know with a binary blob from adobe) but it is also likely to be steam (which on that matter definitely needs more settings to play with, and a retry connection button for when it loses connection)

Okay, after more experimentation it seems  to only happen in the store now, embedded youtube players work fine.
This is quite perplexing (unless the steam browser supports the youtube html5 player in which case I'd definitely say libflashplayer.so is at fault)
