Pulseaudio only starts working after toggling between outputs rapidly

If I run aplay/paplay from the terminal, audio works fine.

If I try to listen to audio in VLC or Firefox, it doesn't work at all.

When I open '/usr/lib/cinnamon-settings/cinnamon-settings.py sound' the default output option is "Speakers (Built in Audio)." Toggling between "Speakers" and "Digital Output (SPDIF)" several times while a video file is playing in VLC will eventually make my audio start working through the "Speakers" option.

If I toggle between "Speakers (Built in Audio)" and "Analog Output (Built in Audio)" my sound will work every time I select "Speakers" (as it should). If I select Digital Output even once, I once again have to toggle between Speakers/Digital-Audio several times to make my audio start working again. I usually have to toggle at least a dozen times before Speakers work.

If my audio stops playing and I wait for a couple minutes, my all audio stops working again, and I have to toggle between Speakers/Digital-Audio to make it start working again.

Has anyone seen this kind of behavior from pulseaudio?
