None of the Arch projects seem to carry proper source code licenses. Is this by design?
If I base a derivative project on some of the scripts created by the Arch devs, am I permitted to use any license I choose to?

Arch-install-scripts, archboot, archiso, pacman, devtools, netctl, namcap, and mkinitcpio are all GPL'd.

Arch git https://projects.archlinux.org/ has the licenses e.g. https://projects.archlinux.org/pacman.git/tree/COPYING

Some of these projects have GPL licenses attached. archiso, for example, doesn't. Can I assume it is GPL as well?

As Karol says, some have licensing information in their repository, the licensing information is also included as part of the PKGBUILD

Open a bug report against the affected projects, it's probably just an oversight.
