Is it possible to sense when a monitor is turned on?

Hello. My monitor may be connected via VGA or HDMI. So far I tried

udevadm monitor

, it prints nothing when the monitor is turned on. Google is silent on the matter.

I want to create another seat for occasional work. The login manager and Xorg server will be started when the monitor is turned on.

In general, no. Your GPU sees the monitor as being connected regardless of whether it's powered on or not. There isn't any way to detect it unless the monitor behaves in a non-standard way (I have seen some monitors that actually disconnect themselves when powered off, but it's rare).

It's strange that I see no UDev events even when I disconnect and connect an HDMI cable. I thought HDMI supports hot plugging like USB does.
