I was shocked to see that there are no php=horde packages. Well, there are some packages in AUR, but the source URL is misconfigured and points to a book on amazon.com -- I flagged them all as out of date.
Does anyone know why there are no Arch php-horde packages?

Don't flag packages out of date if they're broken. Leave a comment and a link to a working PKGBUILD or a diff.
If no dev or TU wants to maintain a package, this package is not in the repos. Why is it shocking?

Well, they're out of date and broken.
It's shocking because I've never looked for anything in the AUR that I didn't find there, and Horde is a fairly popular groupware/webmail system.
If I create packages for Horde myself, what happens to all the stuff that's broken/out-of-date? Does this get taken out of the AUR eventually?

You can ask to take these packages over, just be sure to contact the current maintainers first.

Horde is now on version 5 (the version in AUR appears to be version 2) and they've introduced their own packaging system; i.e. everything has changed dramatically, so it likely won't be a good idea or even possible to perserve the existing packaging scheme. How would it be handled in this case?

You should ask this on https://lists.archlinux.org/listinfo/aur-general
