Recently, after looking at the journal to investigate an unrelated issue, I noticed there was a lot of kernel panics being reported while running different unrelated programs. I've observed this occurrence while using XZ, Dwarf Therapist, and Dwarf Fortress.

After doing some googling I thought that the problem might be related CPU frequency scaling. I saw on the wiki page that powernow_k8 is depreciated and acpi_cpufreq should be used instead. I blacklisted powernow_k8, but was unable to load acpi_cpufreq (it would error out saying "no such device"). With powernow_k8 disabled my processor was stuck at about 795 MHz, so I decided to remove it from the blacklist and instead try running under the performance governor to see if that solved the problem. However, the issue persists.
I'm starting to think that maybe it is because the kernel is SMP enabled and my really old single-core processor is having some issues with it. I don't know, though, and before I spend a long time compiling a custom kernel on a single-core 2 GHz machine is there anyone out there who has experienced this kind of problem and has some insights?

I can't offer insights, except seeing similar behaviour on my X61 (call traces in the journal) when using newer kernels. Switching to LTS 3.10 solved it for me. (You can try 3.14 from the repos first)

Well, if it's happening on your dual-core machine then I suspect it's not an issue with SMP kernel running on a single core like I thought it might be.
I haven't tried downgrading the kernel; I'm not sure that I really want to do that.
If I were to try building the kernel myself anyway, what's the best way to go about it? By using the ABS?

It's not a kernel panic first of all. A kernel panic would lock up your machine and force you to reboot. I think this is a kernel oops?
Anyway I'd file a bug report here: https://bugzilla.kernel.org/
It looks like something a kernel developer might have to debug.
Is this causing any other symptoms besdies the warnings in dmesg?
