Udev occasionally forgets to create symlinks

Hello,

I've installed Arch on machine which has two disks, SSD and HDD. I create lvm paritions, there are 2 groups for ssd and hdd. Lv for "/" and "/usr" (I added usr hook) are in ssd group "/home" and "swap" are on hdd.
The problem is weird for me because it happens occasionally. Usually all paritions are mounted fine, and everything is working perfect, but there are situations that system gives me "Emergency mode".
Its stopped on fsck,  there is missing fsck for partitions from hddgroup. In emergency mode there is no symlink to /dev/mapper/hdd-*. Lsblk shows problem with getting path to partition which are on hdd (e.g dm-1 : failed to get device path)
Next boot is fine, and everything is awesome again, but occasionally this happens.
