How long packages are tested and kept in [testing] repo ? Because I've used XFCE 4.12 from [testing] repo since day 1 and haven't had single bug. Thanks.

They're kept in testing until they're ready. To follow on your example, you may not have had issues with XFCE 4.12, but several other users have.
Mods are just community members who have the occasionally necessary option to move threads around and edit posts. -- Trilby
