PulseAudio doesn't adjust volume

Hello Arch forums!

Changing PulseAudio's volume doesn't seem to do anything. I've tried changing it with AlsaMixer and with pactl, but the volume remains the same. It seems that the only way to adjust the volume is to enter

alsamixer

press F6, select 'HD-Audio Generic' from the menu, and use the arrow keys to change the 'Master' volume.

Even though PulseAudio is my default in AlsaMixer, the sound doesn't seem to come out of it.

The PulseAudio wiki page says

It takes control of all detected ALSA devices and redirect all audio streams to itself

But it doesn't seem to be doing this.
I've checked the PulseAudio Troubleshooting page and haven't found a solution.

Why can't I change the volume with Pulse?
