Grub2 config settings don't load unless last boot was ArchLinux

I have ArchLinux and Windows 8.1 on a single HDD, with Grub2. I recently configured Grub2 to boot to the last OS choice and also changed the background image. When I restart from ArchLinux, the config settings load fine, but when I boot up coming from Windows, Grub loads with default settings (default OS is Archlinux, no background image). Is there anything that might be causing this?
