Actually i looking for any guideline to switch on my discrete graphic card
and till now i did not find any useful solution that i can apply , a lot of them contains errors that affect the kernel etc...

I've never used a discrete card so I may be completely wrong here, but check the options in your firmware (BIOS) menus.

this is the critical point my bios has no control over discrete card all that should be handled in kernel level

Ok, so you do have a hybrid graphics system with an integrated intel gpu AND a discrete amd card.
First, make sure you have both xf86-video-ati & xf86-video-intel installed.
PRIME is probably your best chance to get things working, look it up in archwiki .
