Linux 4 AMD Radeon fan control

According to this post on phoronix.com the newest kernel was rumoured to contain magic that could be used to silence fans running full blast on AMD Radeon cards.

The patches implement SI SMC fan control and CI SMC fan control. The patch message says, "Enable smc fan control for CI boards. Should reduce the fan noise on systems with a higher default fan profile." However, the code is disabled by default.

"... the code is disabled by default." (Not) Helpful!

Does anyone know how to turn it on?
