That was my problem :
(Iam using xfce4 Env ,i noticed that on Firefox: a something like blurred horizontal line while scrolling that wasn't exist before in gnome or kde)
actually the tearing is overall the system not in firefox only , but it was noticed much more there
the solution is Intel_graphics_wiki
and applying this section "Tear-free video"
that's all

Sounds like a screen tearing issue. Disabling smooth-scrolling might help.
I put at button on it. Yes. I wish to press it, but I'm not sure what will happen if I do. (Gune | Titan A.E.)

That said, I think that you're trying to describe screen tearing?
If that's the case, you may have some success using an opengl compositor (such as compton).

actually compton doesn't work(added more options but didn't solve the problem) and yes it called screen tearing
and this Intel_graphics_wiki solved the problem

In particular, did you try any of the --vsync options? You may also need to run it with '--backend glx' to force it to use the OpenGL backend rather than xrender.

I've updated my post too.
I can't say for sure which solution is better, because I don't know enough about the problem, or the solution you've used. But you can always experiment with the options available to you and see what works best for you.

which solution is better using compton or the wiki's one?
I have tried both with my Intel HD4600 and I find that the "tear free" option in an xorg configuration file works better at removing all traces of tearing; YMMV.

Depending on the hardware, "tearfree" introduces an overhead, so the performance may be a little lower.
The good of using a compositor (which of course has an overhead too) is that you often can disable and enable it without restarting the whole Xorg server when you really need some extra fps...
